India’s Cyber Sentinel Shines at Cyber Flag 25-2: NCSSP Alumni Elevates Nation’s Profile in Elite Global Exercise

A significant moment for India’s cybersecurity community unfolded this month as Commander Aditya Karan, an alumnus of the National Cyber Security Scholar Program (NCSSP), represented the nation at Cyber Flag 25-2 the U.S. Cyber Command’s premier multinational defense exercise.
For Karan, a Cohort 4 graduate of the NCSSP under the National Security Database, this wasn’t simply a training event. It was a high-stakes proving ground, where technical skill, strategic thinking, and steady leadership are tested against some of the sharpest minds in global cyber defense.
Cyber Flag: The Digital Battlefield’s Frontline
Run annually by U.S. Cyber Command, Cyber Flag is widely regarded as the toughest arena for national cyber defense teams. Participants are placed into high-pressure, live-simulation environments designed to mirror the unpredictability and chaos of real-world cyber crises.
The 2025 second iteration brought together more than 20 nations, united by the mission to counter a wide spectrum of threats from advanced persistent threats (APTs) to multi-layered attacks on physical infrastructure.
Key challenge areas included:
- Threat Actor Emulation: Mirroring tactics seen in state-backed cyber operations.
- Infrastructure Defense: Protecting grids, transport networks, and communications against coordinated assaults.
- Cross-Sector Collaboration: Synchronizing military units, civilian agencies, and private partners.
- Rapid Response Scenarios: Managing incidents, restoring operations, and protecting public trust under extreme time limits.
Once an exercise largely limited to the Five Eyes alliance and a few close allies, Cyber Flag has since expanded to foster global trust and tactical cooperation.
India’s Expanding Cyber Presence

India’s active role in Cyber Flag 25-2 is a strong statement: the country is stepping up not only to develop capabilities but also to help shape the future of international cyber defense.

From Global Representation to National Impact

Some Scholars have been closely associated with the Cyber Suraksha 2025 program, a first-of-its-kind, multi-phase defense simulation hosted by the Defence Cyber Agency under the Headquarters Integrated Defence Staff.
Held from June 16 to 27, the event combined technical operations with executive-level crisis management. Over 100 participants from defense, government, and critical sectors engaged in live-attack scenarios, tabletop strategy exercises, and targeted skill development.
The program also featured a CISOs Conclave, enabling top security executives to share lessons from real-world incidents and coordinate strategies.
According to Shifa Cyclewala of BreachX and Hacktify, “Cyber Suraksha delivers both realism and strategy in equal measure, precisely what India needs to stay ahead in the cyber domain.”
NCSSP: Building India’s Cyber Leadership Core

Backed by the Ministry of Defence, CERT-IN, and the National Security Database, the NCSSP is India’s most respected cyber transition program for armed forces and intelligence professionals.
Its graduates, drawn from the Army, Navy, Air Force, DRDO, NSG, Defence Cyber Agency, and law enforcement, have gone on to become
- CISOs in banking, energy, and tech.
- Government cybersecurity policy advisors.
